2007-08 CT-ORH Rural Healthcare Initiatives Grant
Program Announcement
The Connecticut Office of Rural Health (CT-ORH), through the administration of its Rural Health Office Grant program, announces the availability of grant funds for Connecticut Rural Community Emergency Medical Service (EMS) providers groups. The grant funds come to the Office of Rural Health through the Department of Health and Human Services through the Federal Office of Rural Health Policy.
Purpose and Eligibility
The purpose of these grants is to assist CT rural community EMS provider groups or organizations with specific training initiatives that will positively impact the quality of emergency care for rural residents of CT.
The grant funds are to be used for initial EMT training, recertification or continuing education for rural emergency medical service personnel. Funds cannot be used for equipment or direct patient care. A total of $6,600 is available through this grant program. Grant requests should not exceed $2,200.
Applicants must be an EMS provider organization or an EMS education center that serves a rural town(s.) View a list of designated rural towns. All applicant awardees must agree to share information and outcomes of their initiative.
Application Process
All grant applications will be reviewed by committee, with grant awardees being notified approximately 14 days after submission. Awards will be issued on a first-come basis for those applications that fully meet the grant guidance criteria.
Applications must be typed and submitted on the organization's letterhead. Applications will be accepted from February 18, 2008 through May 28, 2008 based on availability of funds. Awarded grant funds must be used by July 31, 2008.
Applications may be submitted by mail or electronically. If submitted electronically, the face page of the grant application must be signed by the applicant and submitted by mail to the CT Office of Rural Health.
Use of Funds
Grant funding will be issued on a reimbursement basis only. Grant awards may only be used for the objectives for which the grant was awarded. Funds may not be used for:
- Direct patient care
- Purchasing equipment
- Lobbying activities
- Construction or remodeling of facilities
Submission Criteria
All applications must be typed and include the CT-ORH grant application face page and budget form. The length of application should not exceed five pages, including the face page and budget form. Incomplete applications or those not following the criteria will not be considered for funding.

- Introduction briefly describing the need for personnel training addressing the following:
- The need within the community
- The extent to which there is available adequately trained staff to carry out the proposal
- The rural population impacted
- Project plan for utilization of grant funds including:
- Specifically, what you wish to accomplish
- The person(s) responsible for oversight and management
- Timeline for implementation of project
- Objectives with measurable outcomes
- Itemized budget using the included budget form
